Both the EU and China share a strong conviction of the importance of culture in external relations. People-to-people contacts are playing an increasingly prominent role in EU-China relations in the field of culture, as well as in education, multilingualism, youth and gender equality. This is the reason why the EU-China High Level People to People Dialogue was launched in 2012 to include regular policy dialogue at government level, as well as joint projects and events.
The first Atelier for Young Festival and Cultural Managers is an example of a concrete project fostering people to people dialogue. The Atelier is the result of the cooperation between the EU – through its Cultural Diplomacy Platform – and the Ministry of Culture of the People’s Republic of China; it is implemented by The Festival Academy and EFA with the support of the China Shanghai International Arts Festival.
The Cultural Diplomacy Platform is an interface for the European Commission, the European External Action Service and European Union delegations to engage with stakeholders in the field of external cultural relations. It was launched in March 2016 by the European Commission to support the implementation of the EU’s new strategy for international cultural relations, and enhance the EU’s cultural engagement with third countries and their citizens, by promoting and facilitating long-term cultural exchanges, people-to-people contacts and co-creation processes between Europeans and citizens from all over the world.
